The law in plain English
Three rules cover every rented home in England:
- An EICR at least every 5 years. A qualified electrician inspects and tests the electrical installation and gives you a written report. Tenants get a copy. New tenants get it before they move in.
- Remedial work within 28 days. If the report says work is needed, it must be done within 28 days - sooner if the report says so.
- Fines up to £40,000 per breach. The maximum rose from £30,000 with effect from 1 May 2026, and the rules now extend to the social rented sector. Councils can fine per breach, so one neglected property adds up fast.

- 2-3 bed (7-10 circuits) - £210
- 4-5 bed (11-15 circuits) - £265
- HMO / large (16+ circuits) - £345
